Concord Adopts Amendments to Residential Tenant Protection Program

Concord City Council amended its Residential Tenant Protection Program, setting a 5% annual rent increase cap for multifamily complexes built before February 1995, replacing the previous 3% or 60% CPI cap. Just cause eviction rules now apply only to landlords with three or more single-family homes or condos, exempting those with two or fewer. All rentals must join the Rent Registry. The changes take effect May 22, 2025.
